WIOA Guidance

Workforce Innovation and Opportunity Act (WIOA) was signed by President Barack Obama on July 22, 2014 after passing Congress with bipartisan support. WIOA reauthorizes and augments the Workforce Investment Act (WIA) of 1998.

STRATEGIC WORKFORCE PLANNING

WIOA requires state, regional, and local strategic plans that provide a road map for workforce activities in the years to come.

View the California Unified Strategic Workforce Development Plan 2016-2020  focused on fostering “demand-driven skills attainment;” enabling upward mobility for all Californians; and aligning, coordinating, and integrating programs and services.

View the North Bay Employment Connection’s Regional Plan 2017-2020 that incorporates the counties of Lake, Marin, Mendocino, Napa, Solano, and Sonoma.

The WDB of Solano County and the Solano County Board of Supervisors have approved the Solano County Local Workforce Development Plan 2017-2020 that provides a road map for the WIOA workforce development system in Solano County.

REGIONAL PLAN REVISIONS

The regional workforce plan is currently being modified to provide updates and changes involving the Workforce-Corrections Partnership. The region includes Lake, Marin, Mendocino, Napa, Solano, and Sonoma Counties.

The regional plan will be available for public comment through March 4, 2019.

The local workforce plan for Solano County is currently being modified to provide updates and changes involving three new state workforce partnerships and augment service delivery for three populations.

Modification on Services for CalFresh Recipients

Local boards must submit local plan modifications to address the way in which local boards will engage with and work with the county Human Service agencies and other local CalFresh Employment and Training (E&T) partners such as community-based organizations and community colleges to serve their local CalFresh populations.

Local boards must submit local plan modifications to address the way in which local boards will engage with and work with Local Child Support Agencies and specific partner community-based organizations to serve their local non-custodial parent population.

Local boards must submit a local plan to address the way in which local boards will engage and work with partners to align with the state's CIE strategy, also called "the Blueprint."
