WIOA Guidance

Workforce Innovation and Opportunity Act (WIOA) was signed by President Barack Obama on July 22, 2014 after passing Congress with bipartisan support. WIOA reauthorizes and augments the Workforce Investment Act (WIA) of 1998.

STRATEGIC WORKFORCE PLANNING

WIOA requires state, regional, and local strategic plans that provide a road map for workforce activities in the years to come.

View the California Unified Strategic Workforce Development Plan 2016-2020  focused on fostering demand-driven skills attainment; enabling upward mobility for all Californians; and aligning, coordinating, and integrating programs and services.

The North Bay Region and Solano local workforce area are in the process of updating their workforce plans for the period of July 2021 – June 2025.

REGIONAL PLAN

The North Bay Regional Planning Unit consists of the Sonoma Workforce Investment Board, the Workforce Alliance of the North Bay (including Lake, Marin, Mendocino, and Napa Counties), and the Workforce Development Board of Solano County. The region is currently updating its regional plan for Program Years 2021-2024.

LOCAL PLAN

The local plan provides a road map for the WIOA workforce development system in Solano County.

View the draft Solano Local Plan Program Year 2021-2024. The draft regional plan is currently open for public comment beginning April 6, 2021 through May 7, 2021. Public comments can be submitted to Heather Henry at hhenry@solanowdb.org.
